Tides of War

anybody have any fresh ideas why 2.1.3b patch won't install, tried everything i can think of, ruled out any hardware failures, tried installing on fresh operating system with no previous enigma installs, not using any cracks, have the purchased cd, i'm at a loss, i've seen that others have successfully installed it. it causes windows xp to shut down the installer with multiple errors on first try, then "target replace file corrupt" error on subsequent tries.
